AI search is almost entirely open
AI companies run two kinds of crawler. One finds pages to show and cite when someone asks the assistant a question; the other collects pages to train models. Blocking the first makes a site invisible to that assistant. Of the 368 sites whose robots.txt we could read, 346 block none of the 7 search and answer crawlers, and 13 block all of them.
| Crawler | Run by | What it does | Blocked by |
|---|---|---|---|
OAI-SearchBot | OpenAI | Finds pages to show and link in ChatGPT search | 14 (3.8%) |
ChatGPT-User | OpenAI | Opens a page when someone asks ChatGPT to | 18 (4.9%) |
Claude-SearchBot | Anthropic | Finds pages for Claude's search results | 16 (4.3%) |
Claude-User | Anthropic | Opens a page when someone asks Claude to | 17 (4.6%) |
PerplexityBot | Perplexity | Indexes pages Perplexity cites in its answers | 16 (4.3%) |
Perplexity-User | Perplexity | Opens a page when someone asks Perplexity to | 17 (4.6%) |
DuckAssistBot | DuckDuckGo | Finds pages for DuckDuckGo's AI answers | 18 (4.9%) |
GPTBot | OpenAI | Collects pages to train OpenAI's models | 28 (7.6%) |
ClaudeBot | Anthropic | Collects pages to train Anthropic's models | 26 (7.1%) |
Google-Extended | Controls use in Gemini — not a crawler, and doesn't affect Google Search | 24 (6.5%) | |
Applebot-Extended | Apple | Controls use in Apple's AI models — doesn't affect Siri or Spotlight search | 24 (6.5%) |
CCBot | Common Crawl | Builds the open web archive many AI models are trained on | 28 (7.6%) |
Meta-ExternalAgent | Meta | Collects pages to train Meta's AI models | 25 (6.8%) |
Bytespider | ByteDance | Collects pages for ByteDance's AI models | 30 (8.2%) |
Googlebot | Google Search — and the pages Google's AI Overviews draw on | 11 (3%) | |
Bingbot | Microsoft | Bing — which also feeds Microsoft Copilot's answers | 13 (3.5%) |
The sites that block AI search
22 sites block at least one AI search or answer crawler from their home page — but 11 of them block every crawler, Google included (more on those below). Only 11 single out AI crawlers while letting Google in. The largest by far is amazon.in: its robots.txt gives OAI-SearchBot, Claude-SearchBot and PerplexityBot a Disallow: / of their own, so an assistant asked for a product can't read Amazon India's pages to answer.

Training is blocked more often than search
37 sites (10.1%) block at least one crawler that collects training data, against 22 that block a search crawler. 15 of them make the distinction deliberately: they keep training crawlers like GPTBot and CCBot out while letting the search crawlers in — the choice that keeps a site's content out of future models without disappearing from AI answers. 44 sites name at least one AI crawler in their robots.txt at all.
The sites that keep out every crawler — three of them national government sites
11 sites answer every crawler — Googlebot included — with Disallow: / on their home page. Most are small or technical domains. Four are government sites — three national, one state:
- nha.gov.in National Health Authority, which runs Ayushman Bharat
- ireps.gov.in Indian Railways' e-procurement system
- samsodisha.gov.in Odisha's student admissions portal
- ncrb.gov.in National Crime Records Bureau
A Disallow: / doesn't make a site disappear from Google — its address can still be listed if other sites link to it — but no search engine or assistant that follows the rules will read its pages. Someone asking an AI assistant about Ayushman Bharat gets an answer drawn from everyone except the authority that runs it.
Most government sites we could read have no robots.txt
Of 168 government sites (gov.in and nic.in), 40 publish a robots.txt. 51 have none, 24 answer /robots.txt with an ordinary web page, and 53 couldn't be read at all. A missing or HTML robots.txt isn't harmful — crawlers treat both as "no rules" — but it means nobody has decided what crawlers should do.
| Sites | robots.txt | None | Web page instead | Couldn't read | Block AI search | |
|---|---|---|---|---|---|---|
| Government | 168 | 40 | 51 | 24 | 53 | 5 of 115 |
| Education | 25 | 14 | 7 | 2 | 2 | 1 of 23 |
| Business, media & other | 307 | 177 | 39 | 14 | 77 | 16 of 230 |
llms.txt is still rare
36 of the 500 sites publish an llms.txt — a short map of the site written for AI assistants:
